Amidst the wave of layoffs and program closures at the Department of Health and Human Services (HHS) under the Trump administration, a new level of chaos is now unfolding. The turmoil at the NIH mirrors similar reports from other HHS agencies overseen by Health Secretary Robert F. Kennedy Jr. The widespread disruptions within the department are causing alarm among employees, who fear for the future of essential public health programs.

Employees at HHS and its subagencies have described a sense of uncertainty and desperation as they struggle to maintain vital services with dwindling resources. The impact of these changes extends far beyond just a reduction in workforce; it represents a fundamental shift in how the department operates and the implications for public health in the United States.

As one employee put it, the situation at HHS is “existential,” highlighting the severity of the challenges facing the agency. Another described the staff’s efforts to “hold things together with our bare hands,” underscoring the precarious nature of the current environment.
