Meta’s new moderation policy could worsen ethnic and religious tensions in Nigeria

Meta, the parent company of Facebook and Instagram, recently made a significant announcement on January 7, 2025. The company revealed its decision to discontinue its third-party fact-checking program, which has been instrumental in combating misinformation on its platforms. This move comes as Meta aims to implement a new crowd-sourced moderation model called community notes, akin to the system introduced by X (formerly Twitter).

The shift in focus for Meta’s internal moderation efforts will now prioritize high-severity violations such as child exploitation and terrorism, rather than the controversial or offensive content that may not necessarily breach community standards. Mark Zuckerberg, the CEO of Meta, emphasized in the announcement video that the company is reverting to its core principles of reducing mistakes, simplifying policies, and promoting free expression on its platforms.

The catalyst for this strategic change was the outcome of the recently concluded 2024 US presidential elections, which saw Donald Trump emerge victorious. While Zuckerberg acknowledged that the existing moderation system, in place since 2016, is prone to errors, Shirly Ewang, a Senior Specialist at Garfield, expressed concerns about the potential implications of Meta’s decision on regions like Nigeria and Africa.

Nigeria, in particular, has been grappling with a pervasive misinformation problem, with instances of false claims exacerbating religious and ethnic tensions during the 2023 elections. The dissemination of fake news on social media platforms has been identified as a tool to manipulate public opinion and influence political outcomes, impacting the democratic process in the country. Ewang highlighted how misinformation has sparked ethnic conflicts and exacerbated existing tensions, such as the farmers-herders conflict in Nigeria.

Despite existing content moderation efforts, misinformation continues to proliferate on social media platforms, further fueling ethnic and religious tensions. Ewang cautioned that discontinuing or altering moderation strategies in regions like Africa could exacerbate these issues and escalate societal divisions.

In a separate legal challenge, Meta faced a lawsuit in a Kenyan High Court for its alleged role in inciting violence and promoting hatred in Eastern and Southern Africa. The case underscored the complexities and challenges associated with content moderation and highlighted the need for effective strategies to address harmful content online.

As Meta transitions to the Community Notes moderation model, Ewang expressed skepticism about its effectiveness as a replacement for fact-checking. While acknowledging its transparent and open nature, she contended that Community Notes may not effectively combat misinformation, as false information can circulate rapidly before any corrective notes are added.

In light of the significant user base of Meta platforms in Nigeria, Ewang emphasized the role of citizens in verifying information before sharing it and urged African governments to collaborate with civil society organizations to educate the public on identifying and curtailing fake news. She called for clear regulatory guidelines to govern tech platforms’ strategies for managing misinformation and harmful content in Nigeria and emphasized the importance of ensuring safe online spaces for all users.
