2nd man charged with murdering victim in a Loop parking lot (while on bail for a gun case)

Prosecutors have recently charged a second man, Timothy Parker III, for his involvement in a shooting incident that resulted in the death of two men and the injury of two others, including himself, in a downtown Chicago parking lot in 2022. Shockingly, Parker was already on bail for a pending felony gun case at the time of the shooting, raising serious questions about the effectiveness of the criminal justice system in preventing repeat offenses.

The shooting, captured on surveillance video and made public by the crime tracking site HeyJackass.com, paints a grim picture of the events that unfolded in the parking lot at 430 South Clark at 3:20 a.m. In the video, a group of individuals is seen standing in the lot when one man, dressed in a white t-shirt, pulls out a gun and fatally shoots 29-year-old Deontae Winfrey. Chaos ensues as another man, wearing a pink hoodie, fires additional shots at Winfrey, ultimately injuring himself in the process.

As the scene escalates, multiple gunmen are seen firing at Winfrey, with bullets hitting the pavement and sending clouds of debris flying. Despite the initial chaos, a group of individuals return to attend to Winfrey, while some of the shooters attempt to remove the injured man in the pink hoodie from the site. Tragically, in addition to Winfrey, another man lost his life in the gunfire, while Parker and another individual sustained injuries but survived.

Prosecutors have since identified Parker as one of the assailants responsible for Winfrey’s death. Evidence linking Parker to the crime includes DNA found on a gaiter at the murder scene, as well as footage from his Facebook account showing him wearing distinctive shoes with purple shoestrings that match those seen in the shooting video. Multiple Chicago police officers have also identified Parker from the footage, further solidifying the case against him.

Despite being on bail for a felony gun possession charge at the time of the shooting, Parker’s previous case was ultimately dropped by prosecutors in May 2023. However, his current charges for Winfrey’s murder have led to his detention pending trial, alongside another individual, Lavarious West, who was also charged in connection with the incident.

This latest development adds to a troubling trend in Chicago, where individuals on pretrial release for felony allegations continue to commit violent crimes. The “not horrible” series by CWBChicago sheds light on the alarming number of murders and shootings committed by individuals awaiting trial, underscoring the flaws in the current bail system. With Illinois recently eliminating cash bail entirely, the need for comprehensive criminal justice reform has never been more apparent.
