Healthcare coalition says government’s approach to fixing health costs is flawed

The Universal Health Care Access Coalition (UHAC) has raised concerns about the government’s approach to addressing the high cost of private healthcare in South Africa. The coalition, made up of health professionals, founders, and advocacy groups, argues that focusing solely on pricing will not effectively reduce the overall cost of healthcare in the country.

The government recently announced measures to implement recommendations from the Health Market Inquiry, which highlighted the excessive and increasing expenditure in the private health sector. Health Minister Dr. Aaron Motsoaledi has emphasized the need to address these high costs as a crucial step towards implementing the National Health Insurance, which aims to provide universal health coverage in South Africa.

The Health Market Inquiry recommended several key measures to address the pricing practices and competition within the private health sector. These include the creation of an independent supply-side regulator, the phasing out of cash payments for healthcare services, and the establishment of a multilateral negotiation forum for price negotiations.

However, the recent draft block exemption proposed by Minister of Trade, Industry, and Competition Parks Tau has raised concerns among health experts. Professor Alex van den Heever, a member of the UHAC steering committee, argues that the regulations in the draft exemption go beyond the scope of the Competition Act and may not stand up to legal scrutiny. He emphasizes that healthcare policies should fall under the jurisdiction of the health minister, not trade and industry.

Dr. Mvuyisi Mzukwa, chairperson of the South African Medical Association and UHAC steering committee member, has called for the government to fully implement the recommendations of the Health Market Inquiry. He stresses the importance of addressing healthcare pricing and market distortion through evidence-based interventions.

Van den Heever also highlights the need for a structured approach to managing private healthcare, including measures such as risk equalization frameworks, hospital licensing regulations, and quality assurance processes. Without these systematic interventions, simply capping prices will not effectively reduce costs in the healthcare system.

The coalition emphasizes that only a small percentage of South Africans are members of private medical schemes, and the majority rely on tax-funded public healthcare services. They stress the need for both systems to work together to ensure universal healthcare access for all income levels in South Africa.
