The former Director-General of the Ghana Education Service (GES), Dr. Eric Nkansah, has vehemently refuted allegations made by the Minister for Education, Hon Haruna Iddrisu, regarding the issuance of 39,000 appointment letters in 2024 without the required financial clearance from the Ministry of Finance. In a detailed statement released on Saturday, Dr. Nkansah dismissed the claims as “factually inaccurate” and urged the public to disregard them. He affirmed that every teacher recruited in 2024 had the necessary valid and documented financial clearance.
Breaking down the financial clearance process, Dr. Nkansah clarified that the Ministry of Finance granted GES approval on three separate occasions during the year. On May 10, 2024, clearance was given to recruit 16,500 graduate teachers from the Colleges of Education. Subsequently, on July 26, an additional 2,000 slots were approved, and on October 10, a portion of the graduate teacher clearance was amended to allocate 2,000 slots to diploma teachers instead. These approvals totaled 18,500 authorized recruitments.
Detailing the utilization of the approved slots, Dr. Nkansah outlined that out of the 16,500 graduate teacher clearance, 16,333 were recruited, leaving a balance of 167. For the 2,000 diploma teacher slots, 1,387 were recruited, with a balance of 613. In total, 17,720 teachers were recruited in 2024, leaving 780 of the approved slots unused.
In conclusion, Dr. Nkansah emphasized that every teacher recruited in 2024 had valid and documented clearance from the Ministry of Finance. He cautioned against inaccurate public commentary on such critical matters, as it could mislead and undermine trust in essential institutions. The assertion that 39,000 appointment letters were issued without financial clearance was branded as misleading and unsupported by facts by Dr. Nkansah.
