Budget speech postponed: Public sector wage bill and social grants under scrutiny

The postponement of the 2024/25 budget speech in South Africa has raised hopes for a revised plan that focuses more on economic growth and less on tax increases. The ANC’s partners in the Government of National Unity (GNU) objected to a proposed 2% VAT increase, prompting the delay.

Dr. Azar Jammine, Director and chief economist at Econometrix, believes that raising VAT could have negative consequences on revenue collection and consumer spending. The postponement of the budget speech indicates a shift in the ANC’s approach, showing a willingness to listen to its GNU partners.

Jammine identifies two major areas in the budget that need attention. The first is the public sector wage bill, which accounts for about a third of the total budget. Calls to reduce the cost of civil servants have been ongoing, but there is also pressure to hire more health workers. Jammine suggests reallocating resources from non-essential administrative positions to fund essential services.

The second area of concern is social grants, which President Cyril Ramaphosa highlighted during the State of the Nation Address. While grants provide vital support, Jammine argues that they are not a sustainable solution to unemployment. Instead, he advocates for job creation as a more effective long-term strategy.

The budget speech also addresses new and persistent spending pressures in health, education, transport, and security. The US’s freeze on foreign aid has created a funding gap in essential health services, particularly HIV and TB programs. There are calls for the government to fill this gap and ensure the continuity of critical services.

The National Health Department has introduced temporary measures to address the interruption in services caused by the US funding freeze. Michael Sachs, an Adjunct Professor at Wits University, suggests that South Africa should take full responsibility for funding its HIV programs previously supported by PEPFAR.

The implementation of the National Health Insurance (NHI) is a significant omission from the budget speech. Jammine believes that budget allocations for the NHI may face opposition from GNU partners.
