In a groundbreaking collaboration between Singapore’s TSC Global and Nigeria’s Del-York Group, a monumental $4.5 billion joint venture agreement has been established, marking a significant investment in Africa’s creative and technological future. The momentous signing ceremony, held in Singapore and virtually attended by His Excellency, the Executive Governor of Lagos State, initiates the development of Lagos Film City (Kebulania) – a visionary ecosystem set to redefine Africa’s role in the global creative economy.

Architectural planning is scheduled to kick off in the first quarter of 2025, with construction slated to begin in late Q2-2025.

PROJECT SCALE AND IMPACT

The ambitious scope of Kebulania includes:

  • 50,000 square meters of AI-capable Hyperscale Data Center facilities
  • 1GW sustainable gas-fired power generation capacity (100MW designated for the Data Center)
  • Over 600 petabytes of data center infrastructure
  • 500,000 square meters of creative and innovation space with state-of-the-art production facilities
  • Advanced virtual production stages that rival Hollywood standards
  • World-class educational and training facilities
  • Creative-Industrial Complex
  • Residential and recreational areas, including theme parks

GLOBAL SIGNIFICANCE

The development is projected to:

  • Create over 10,000 direct creative and technical jobs
  • Generate more than 25,000 indirect employment opportunities
  • Contribute over $3.5 billion annually to Nigeria’s creative economy
  • Offer more than 50,000 annual training positions
  • Bring in significant foreign exchange earnings through international productions

During the virtual signing ceremony in Singapore, His Excellency, the Governor of Lagos State, expressed the state’s dedication: “Lagos Film City (Kebulania) embodies Lagos State’s vision for creative excellence and technological innovation. This investment will revolutionize our creative landscape and provide groundbreaking opportunities for our talented youth. This development showcases our commitment to positioning Lagos as Africa’s prime creative capital. This investment was made possible by the forward-thinking leadership of His Excellency, the President of the Federal Republic of Nigeria, through the revolutionary Creative Industry Policy and progressive macroeconomic reforms.”

Michael Dickerson, CEO of TSC Global, emphasized the strategic importance: “Our $4.5 billion Joint Venture connects Africa and the world, fostering unparalleled opportunities for creative and technological collaboration across continents.
