The Importance of International Support for Libya’s Political Process
The Special Representative of the Secretary-General (SRSG) for Libya, Hanna Tetteh, has been actively engaging with international partners to garner support for Libya’s political process and the mandate of the United Nations Support Mission in Libya (UNSMIL).
During her recent briefing to the Security Council in New York on 17 April, SRSG Tetteh met with the permanent representatives to the United Nations from various countries including Libya, China, Egypt, France, Italy, Qatar, Russia, Türkiye, the United Arab Emirates, the United Kingdom, and the United States. She also held discussions with the Ambassadors of A3+ – Algeria, Sierra Leone, Somalia, and Guyana.
“The support of regional and international partners is crucial for the success of any political agreement,” SRSG Tetteh emphasized. “I am working on enhancing coordination mechanisms at regional and international levels to bolster support for advancing the political process in Libya.”
SRSG Tetteh provided updates to the representatives on the progress of the Advisory Committee’s work. The Advisory Committee, comprised of technical experts tasked with resolving contentious issues in the country’s election laws, is expected to conclude its work by the end of the month. Discussions also focused on reviving the roadmap outlined in the 2020/2021 Berlin Process.
She stressed the urgency of restoring institutional legitimacy, the significance of upcoming municipal and national elections, and the necessity for compromise among Libyan stakeholders.
Additionally, discussions covered topics such as public financial management, anti-corruption efforts, and the importance of maintaining the independence of oversight institutions and establishing a unified national budget in Libya.
SRSG Tetteh also briefed the A3+1 on Libya’s current political, economic, and humanitarian situation, as well as UNSMIL’s ongoing efforts. Concerns were raised regarding sanctions, institutional fragmentation, arbitrary detentions, civic space restrictions, and preparations for municipal elections and budget consolidation.
SRSG Tetteh emphasized the need for a unified approach from international actors, highlighting the importance of solutions being Libyan-owned and -led. She cautioned against foreign interference and advocated for respect for Libyan sovereignty.
“I am committed to an inclusive stakeholder approach to ensure that any outcomes are not only Libyan-owned but also enjoy broad Libyan support,” she affirmed. “Given the escalating crises, I will act promptly while being mindful of preserving stability.”
