The 6 most urgent policy questions we have for America’s governors

Governors across the country are facing a challenging task as they try to navigate the seismic changes unleashed in the opening weeks of the Trump administration. The political landscape is fraught with complexities, as Democrats seek to thwart the White House’s actions while Republicans are eager to show their support for the MAGA agenda.

The deliberations happening in state capitals are far more nuanced than the basic calculus suggests. Democrats are cautious about mounting a scorched-earth resistance to President Trump’s policies, especially on immigration, where his hard-line tactics have resonated even in traditionally blue states. On the other hand, Republicans must navigate their own political tightrope in responding to the administration’s efforts to slash federal spending, especially considering the impact on red states that have benefited from federal packages enacted during the Biden administration.

The shifting calculations and legal battles add uncertainty to the mix, as governors face the toughest budget conditions since before the pandemic. Their ability to navigate this challenging terrain will play a significant role in determining their national political standing heading into 2028.

In light of these challenges, POLITICO is convening the 2025 Governors Summit, where state leaders will discuss urgent political and policy questions facing the country. Democratic governors, in particular, are grappling with how to balance cooperation and resistance to Trump, while also offering a positive vision for the future. Republican governors are also facing tough decisions on issues like trade wars and immigration policies.

Trump’s tariff threats and protectionist ideology have put state economies at risk, prompting governors to consider how to work around federal trade policies. Similarly, the fall of Roe v. Wade has led to cross-border conflicts on abortion issues, raising questions about federalism and state-level protections.

As Trump downsizes Washington and slashes federal government agencies, governors must consider their state’s economic interests and the impact on critical services. Additionally, the dawn of artificial intelligence in state government presents new challenges and opportunities, with governors needing to ensure ethical principles are followed and unbiased data is used.

Overall, governors face a complex and ever-changing political landscape, where their decisions will have far-reaching implications for their states and the country as a whole. The 2025 Governors Summit will provide a platform for state leaders to discuss these pressing issues and chart a path forward in this challenging political environment.
