The recent terror attack on civilians in Pahalgam, Kashmir, on April 22, 2025, has sparked a series of reactions from various stakeholders, including China. Chinese Foreign Ministry spokesperson Guo Jiankun stated that Beijing firmly opposes all forms of terrorism, yet China’s stance on the India-Pakistan relations seems to lean towards supporting Pakistan.

One of the key assertions made by China is that the incident in Pahalgam was carried out by local gunmen, deflecting any mention of Pakistani state-sponsored terrorism. This narrative, echoed in Chinese state-owned media platforms like Xinhua and CCTV, downplays Indian concerns and undermines the history of cross-border infiltration by terrorist groups.

China also advocates for peaceful resolution and bilateral negotiations between India and Pakistan, emphasizing restraint and dialogue. While this may seem like a call for peace, some Chinese scholars hint at a hidden agenda, suggesting that India lacks the capability to win a conflict with Pakistan and should focus on development instead.

Furthermore, China positions itself as a potential mediator in the India-Pakistan conflict, advocating for a fair and swift investigation into the Pahalgam attack. By doing so, Beijing indirectly supports Pakistan’s push for international intervention, undermining India’s stance against global mediation.

In the midst of escalating tensions, China criticizes India’s punitive measures against Pakistan, portraying them as immoral and ineffective. Chinese commentators highlight Pakistan’s retaliatory actions, such as shutting off airspace and halting trade, as justified responses to Indian aggression. This rhetoric ignores facts and downplays India’s legitimate concerns.

The Chinese narratives on the India-Pakistan conflict also consider the implications for China’s interests in Pakistan, particularly the China-Pakistan Economic Corridor (CPEC). Analysts suggest that China’s support for Pakistan stems from strategic and economic considerations, further complicating the already volatile situation in the region.
