For the second time since the coup on 26 July, Maman Laouali Abdou Rafa was detained and later released by General Abdourahamane Tiani’s men. The arrest occurred while the accounts of the Nigerien state remain frozen at the Central Bank of West African States (BCEAO).
In a brief statement published on its website on 6 November, the Dakar-based institution responded to the release of its country director saying: “The Central Bank of West African States [BCEAO] has taken note of the release of its national director in Niger.”
